The Directorate General of Digital Infrastructure (DJID) under Indonesia’s Ministry of Communication and Digital Affairs continues to supervise the import of telecommunication equipment and devices entering Indonesia.
One of the systems used for this supervision is SIANTI.
For companies that import telecommunication devices, having access to SIANTI is important because the system allows businesses to review and respond to import data that requires clarification.
Therefore, importers that do not yet have a SIANTI account should register early so they can respond to clarification requests when needed.
What Is SIANTI?
SIANTI is the system used by DJID to monitor and control import data for telecommunication equipment and devices.
Its official Indonesian name is:
Sistem Pengawasan Pengendalian Data Impor Alat Telekomunikasi dan/atau Perangkat Telekomunikasi.
The system can be accessed through: https://sianti.postel.go.id
SIANTI is also connected to data from the Indonesia National Single Window (INSW).
Through this integration, DJID can review import data for telecommunication equipment and devices and request clarification from businesses when certain information needs further verification.
As a result, SIANTI plays an important role in post-import supervision and import data clarification.
What Is the Regulatory Basis for Telecommunication Device Import Supervision?
One of the main regulations related to the certification and supervision of telecommunication equipment and devices is Minister of Communication and Informatics Regulation No. 3 of 2024 concerning Certification of Telecommunication Equipment and/or Telecommunication Devices.
The regulation requires telecommunication equipment and/or devices that are manufactured, assembled, or imported into Indonesia for trading and/or use to comply with the applicable technical standards.
Compliance with these standards is demonstrated through a Telecommunication Equipment and/or Telecommunication Device Certificate.
In addition, the government also supervises telecommunication equipment and devices that have entered or are already circulating in the Indonesian market.
For import activities, SIANTI supports the supervision and clarification of import data.
Why Do Importers Need a SIANTI Account?
A SIANTI account allows a company to access import data connected to its business.
If DJID identifies import data that requires clarification, the company can respond through the SIANTI system.
This process is important because information in an import declaration may not always provide enough detail to determine the exact certification status of a device.
For example, the Pemberitahuan Impor Barang (PIB) or Import Declaration may not clearly show:
- Brand
- Model or type
- Telecommunication function
- Certificate number
- Device specifications
- Certification requirement status
In such cases, DJID may ask the importer to provide additional information or supporting documents.
Therefore, companies that regularly import telecommunication equipment and devices should make sure that the person responsible for imports and regulatory compliance has access to the SIANTI account.
How Does Import Data Clarification Work in SIANTI?
Import data that requires clarification will appear in the SIANTI system.
The company then needs to review the information and provide the supporting documents required for the imported goods.
Under the operational SIANTI mechanism, businesses need to respond within the period stated in the system notification.
In practice, the clarification period is generally 5 working days from the issuance of the clarification notification.
Therefore, companies should regularly monitor both their SIANTI account and the registered email address.
It is important to note that this five-working-day period should be understood as part of the operational SIANTI clarification mechanism. It should not be described as a provision explicitly stated in Minister of Communication and Informatics Regulation No. 3 of 2024.
What Documents May Be Required for SIANTI Clarification?
The required documents may vary depending on the certification status and type of imported product.
Devices That Require Certification
For telecommunication equipment or devices that fall under mandatory certification requirements, supporting documents may include:
- Pemberitahuan Impor Barang (PIB)
- Telecommunication Equipment and/or Telecommunication Device Certificate
- Device technical specifications
- Product photographs
- Brand and model or type information
- Other supporting documents when required
The information in these documents should match the actual imported goods.
Differences in brand, model, type, or technical information may require further clarification.
Products That Do Not Require Certification
Not every product associated with telecommunications is automatically a finished device that requires certification.
Depending on the product and its function, examples may include:
- Modules
- Cables
- Components
- Parts
- Spare parts for repair
- Temporarily imported goods
- Products that are not final end products
In these situations, the importer may need to provide supporting documents to explain why the goods do not fall under mandatory certification requirements.
The documents may include:
- Declaration letter
- PIB
- Technical specifications
- Product photographs
- Export documents, when relevant
- Temporary import authorization, when applicable
- Other supporting documents
DJID will then evaluate the information submitted by the company.
How Do You Create a SIANTI Account?
Businesses that do not yet have an account can register through the official SIANTI portal: https://sianti.postel.go.id In general, the registration process includes the following steps:
- Open the SIANTI portal.
- Select the registration or Sign Up menu.
- Enter the company’s information.
- Provide the details of the responsible user.
- Enter an active email address and login information.
- Upload company documents if requested.
- Submit the registration request.
- Wait for account verification and approval.
After DJID approves the account, the user can access the SIANTI dashboard to review import data and clarification status.
Companies should use an active email address for registration because SIANTI-related notifications may also be sent through email.
What Should Companies Check Before Submitting PIB Clarification?
Before submitting a clarification response, companies should review the import information carefully.
Important details may include:
- PIB number
- HS Code
- Device brand
- Model or type
- Country of origin
- Quantity
- Technical specifications
- Certificate number
- Device certification status
If the goods require certification, make sure the certificate matches the brand and model or type of the imported device.
On the other hand, if the imported goods do not fall under mandatory certification requirements, the company should prepare a clear explanation and supporting documents.
Accurate information can help reduce additional clarification during the supervision process.
Does Late SIANTI Clarification Automatically Freeze a Certificate?
No.
It would be inaccurate to state that a late SIANTI clarification automatically results in certificate suspension or freezing.
However, businesses still need to respond to clarification requests within the period provided by the system.
If DJID identifies non-compliance with certification obligations, technical standards, or other applicable requirements, the authority may take further supervisory action under the relevant regulations.
The type of administrative action depends on the nature of the violation.
Therefore, companies should respond to SIANTI clarification requests promptly rather than waiting until the issue becomes part of a broader compliance review.
Why Is Post-Border Supervision Important?
SIANTI helps the government supervise telecommunication equipment and devices after the relevant import data enters the monitoring system.
The purpose is not simply to review PIB documents.
More importantly, the supervision process helps confirm whether telecommunication equipment and devices imported into Indonesia comply with applicable certification and technical requirements.
SIANTI also helps:
- Simplify clarification of import data
- Identify devices that require certification
- Compare product information with certification data
- Support supervision of uncertified devices
- Improve business compliance
- Support import supervision through integration with INSW data
Through this mechanism, DJID can conduct more structured supervision of telecommunication equipment and devices entering Indonesia.
