Nowadays, the advancement of information and communication technology causes people to use various telecommunication products in almost every aspect of their lives in order to make work easier, including in Indonesia. To protect consumers’ rights, all telecommunication products (including devices and equipments) imported into and manufactured in Indonesia should be tested and standardized before they are marketed.
In Indonesia, the process of testing and standardizing telecommunication products is known as Type Approval SDPPI certification (read: postel). SDPPI certification is a series of telecommunication product certificates issued by the Directorate General of Post and Information Technology Resources and Equipment (read: SDPPI), Ministry of Communication and Informatics Republic of Indonesia. To obtain the certificate, telecommunication products must meet the standard and technical requirements established by the Directorate General SDPPI.
Consumers can determine whether or not telecommunication products are certified by checking the SDPPI Labels in the product case or box. An example of an SDPPI label is shown below.
Type Approval SDPPI certification is required for all telecommunication products that will be marketed and used in Indonesia. It is governed by Permenkominfo No. 16 Tahun 2018 tentang Ketentuan Operasional Sertifikasi Alat dan/atau Perangkat Telekomunikasi.
The Type Approval SDPPI certificate is required for importing telecommunication products into Indonesia. Before the products enter Indonesia, they will be checked by the Directorate General of Customs, Ministry of the Finance Republic of Indonesia. Products that do not yet have a certificate will be held until they got the Type Approval SDPPI certificate.
The Indonesian government employs Type Approval SDPPI to ensure that all telecommunication products used on Indonesian territory function properly. By doing so, it will protect consumers from any loss. Furthermore, product standardization can promote a healthy industrial ecosystem and innovation in Indonesia’s technology industries. It keeps Indonesian telecommunications products competitive with those of other countries.
Telecommunications products based on wires and radios
There are two product categories that must be certified before they can be marketed and used in Indonesia. There are wired and wireless telecommunications products. Wire-based products use wire as a medium for data and information transmission. DVB, Set-Top Box, IP STB, and Router are some examples. While radio-based products, such as SRD, WLAN, mobile devices, and UHF/VHF, use radio signals as a medium to transmit data and information.
Mobile Device
Mobile Devices that used second until fifth-generation (2G, 3G, 4G, 5G) technology must be certified by The Directorate General SDPPI.
UHF/VHF Devices
Every communication device makes use of HF, UHF, and VHF frequencies to function as a transmitter or receiver.
SRD/Bluetooth Device
Every communication device and other digital device used Bluetooth as a data and information exchange medium.
DVB Device

WLAN Device
WLAN (Wireless Local Area Network) is a type of local computer network that transmits data using radio signals. This system includes two devices: a WiFi Receiver and a Router.
Challenges in Type Approval SDPPI Certificate Registration
Type Approval SDPPI Certificate is required for producers, distributors, and importers who want to sell their telecommunication products in Indonesia. However, registering products on one’s own will present several challenges. The following are ten common challenges:
When an applicant registers their product for the first time, they may be unaware of which products require certification and which do not. Furthermore, they frequently do not know where the process began.
The product must be tested at various frequencies, and each product type has its own frequency and regulation. It will be difficult for the applicant.
Even though it is published on the official website of the Directorate General SDPPI, applicants frequently have difficulty in understanding and preparing the required documents and the certification process.
Each telecommunications product has its own set of specifications and standards. Products are sometimes tested in multiple laboratories. It will be difficult for new applicants.
Every telecommunications product must meet certain testing parameters, which include RF testing, non-RF testing, EMC testing, and safety testing. However, testing laboratories in Indonesia currently only have one testing parameter. As a result, testing must be performed in different laboratories.
There are numerous technical regulations and rules that govern Type Approval SDPPI. It's because each specification in telecommunication products has a specific technical regulation and rule.
Applicants must prepare a suitable and sufficient testing sample, especially for testing in foreign countries. If the testing samples do not meet the criteria, applicants must retrieve and readjust the samples.
If the product testing fails, applicants must retest from the beginning and pay the full fee. It is a drain on resources.
Product owners are frequently self-assured. It is due to the fact that they have Type Approval SDPPI testing results from foreign or Indonesian laboratories. However, not all testing laboratories in Indonesia and abroad are recognized by the Directorate General SDPPI, which has an impact on the evaluation documents published.
