The Indonesian Ministry of Trade continues to strengthen market supervision through requirements related to Security, Safety, Health, and Environment, known in Indonesia as K3L (Keamanan, Keselamatan, Kesehatan, dan Lingkungan Hidup).
One of the current regulatory references is Minister of Trade Regulation No. 33 of 2025 concerning Business Activity Standards and/or Product and Service Standards under Risk-Based Business Licensing for the Trade and Legal Metrology sectors.
Under this regulation, there are 42 categories of goods related to K3L, consisting of:
- 20 categories of goods containing hazardous chemicals
- 22 categories of electrical and electronic products
Products included in the regulated list must obtain Registrasi Barang Terkait K3L, or K3L Product Registration, before they are distributed in the Indonesian market.
This requirement applies to both locally manufactured and imported products.
What Is K3L Product Registration?
Registrasi Barang Terkait K3L is a product registration mechanism designed to support product traceability and help protect consumers from potential risks related to the use of certain goods.
After completing the registration process, the manufacturer or importer receives a Nomor Registrasi Barang K3L, or K3L Product Registration Number.
The registration number must appear on the product and/or its packaging in a way that is:
- Easy to see
- Easy to read
- Not easily damaged
The number must remain visible while the product is being traded in the market.
Therefore, the more accurate regulatory term is K3L Product Registration or K3L Product Registration Number, rather than “K3L Certificate.”
Do All Electrical and Electronic Products Require K3L Registration?
No.
K3L Registration does not automatically apply to every electrical and electronic product sold in Indonesia.
Minister of Trade Regulation No. 33 of 2025 specifies certain categories of goods that require registration.
Currently, the regulation includes 22 categories of electrical and electronic products related to K3L.
These include:
- Vacuum cleaners
- Electric toasters
- Rice cookers
- Electric kettles
- Hair dryers
- Microwave ovens
- Electric shavers
- Electric massage devices
- Instant water heaters
- Multipurpose electric cookers
- Portable electric ovens
- Blenders
- Juicers
- Mixers
- Food processors
- Water dispensers
- Electric hand dryers
- Electric hair straighteners
- Electric drills
- Electric grinders
- Electric planers
- Electric saws
Therefore, manufacturers and importers should first check whether their products are included in the regulated K3L product list.
Who Must Apply for K3L Registration?
The manufacturer or importer must apply for K3L Product Registration before the product enters the market.
The requirement applies to:
- Locally manufactured goods
- Imported goods
For electrical and electronic products, registration applies based on each brand and type according to the applicable regulation.
Therefore, a company that sells several models or product types should check whether each product requires separate registration.
What Is the Purpose of K3L Product Registration?
K3L Product Registration aims to improve product traceability and help protect consumers from potential risks arising from the use of regulated goods.
Products that require registration must meet the applicable K3L requirements and testing methods.
Through the registration system, the government can supervise several important aspects, including:
- Validity of the K3L Product Registration
- Consistency between the registered information and the actual product
- Display of the K3L Product Registration Number
- Compliance with applicable safety requirements
Therefore, K3L Registration is not only an administrative process. It also forms part of Indonesia’s market surveillance system.
What Are the Requirements for K3L Registration?
In general, manufacturers or importers need to prepare several documents before applying for K3L Product Registration.
1. Self Declaration of Conformity
The business must submit a Self Declaration of Conformity confirming that the product complies with the applicable requirements.
This declaration forms part of the documentation required during the registration process.
2. Test Report
The product must have a Laboratory Test Report containing information such as:
- Brand
- Product type
- Testing parameters
- Test results
According to the Ministry of Trade service information, the test report used for the application must generally have been issued no more than 6 months before the application date.
Therefore, companies should check the issue date of the test report before submitting the registration.
3. Distribution Information
Manufacturers or importers also need to provide information about parties involved in product distribution.
This may include:
- Distributors
- Agents
- Wholesalers
- Retailers
Additional documents may apply depending on the type of product.
Therefore, companies should review the specific requirements for their product before starting the application.
How Do You Apply for K3L Registration?
For a new application, K3L Product Registration is submitted online through the OSS system.
In general, the process includes the following steps:
- Log in to the OSS system.
- Select the K3L Product Registration service.
- Enter the required product information.
- Upload the supporting documents.
- Submit the application.
- The relevant authority reviews the documents.
- If the documents are complete and correct, the K3L Product Registration is issued.
According to the service information from the Directorate General of Consumer Protection and Trade Compliance, K3L Product Registration may be issued within 3 working days after all required documents are received completely and correctly.
Meanwhile, applications for amendments or re-registration are processed through INATRADE, using OSS Single Sign-On access.
How Long Is K3L Registration Valid?
The K3L Product Registration Number remains valid as long as the manufacturer or importer continues to manufacture and/or trade the registered product according to the applicable requirements.
However, businesses must complete re-registration every 5 years to update their information.
The five-year period starts from the date the K3L Product Registration Number is issued.
In addition, manufacturers and importers must report changes to:
- Registration information
- Product information
- Distribution information
- Other relevant data
Therefore, companies should not treat K3L Registration as a one-time process without further updates.
Must the K3L Registration Number Appear on the Product?
Yes.
Manufacturers or importers must display the K3L Product Registration Number on the product and/or its packaging.
The number must be:
- Clearly visible
- Easy to read
- Resistant to damage
This requirement applies while the product remains on the market.
Therefore, companies should consider the placement of the K3L Registration Number when preparing packaging artwork or product labels.
This preparation is especially important before mass production or large-scale distribution begins.
Is K3L Registration the Same as SNI Certification?
No.
K3L Product Registration and SNI Certification are different regulatory mechanisms.
K3L Registration applies to products included in the K3L product list under Ministry of Trade regulations.
Meanwhile, SNI certification becomes mandatory when the Indonesian government has made a specific Indonesian National Standard (SNI) compulsory for that product category.
Therefore, companies should evaluate each product based on the applicable regulations.
Depending on the product, additional requirements may include:
- Mandatory SNI Certification
- DJID/SDPPI Certification for telecommunication devices
- Product labeling requirements
- Indonesian-language user manuals
- Warranty card requirements
- Import regulations
- Other technical requirements
As a result, obtaining K3L Registration does not automatically replace other regulatory obligations.
What About the Draft Amendment to Minister of Trade Regulation No. 33 of 2025?
The Ministry of Trade has published a Regulatory Impact Analysis (RIA) related to a proposed amendment to Minister of Trade Regulation No. 33 of 2025.
The proposed amendment discusses several matters related to K3L Product Registration and the list of products covered by K3L requirements.
However, businesses should understand that a draft amendment cannot yet be treated as an effective regulation.
At present, Minister of Trade Regulation No. 33 of 2025 remains the applicable regulation.
Therefore, companies should use the current regulation as their compliance reference while continuing to monitor future regulatory developments.
Why Should Businesses Check K3L Requirements Early?
Manufacturers and importers should identify applicable regulatory requirements before starting mass production or shipping products to Indonesia.
An early regulatory review can help companies determine:
- Whether the product requires K3L Registration
- Which safety requirements apply
- Which testing methods are required
- Which laboratory can perform the testing
- Which documents need to be prepared
- Whether a registration number must appear on the product or packaging
- Whether additional requirements such as SNI or DJID/SDPPI Certification apply
Early preparation can also reduce the risk of:
- Repeat testing
- Incorrect test reports
- Missing documents
- Registration delays
- Packaging changes
- Problems during market distribution
Therefore, regulatory identification should ideally take place before the product enters the final production or import stage.
